Bill was so upset by the sudden turn of events that he contacted Steve, an old friend and now a detective, and told him the story of what had happened. Steve, who had been raised by Bill's parents since he was a child, decided to cooperate with Bill, even putting his position as a detective at risk for the sake of Bill's parents, who were supposed to have died in a fire 10 years ago.
Unlike Bill, who was preoccupied with the new facts of the case, Steve began to investigate who really sent the 100 bullets and files and for what purpose. While Steve is going through the untraceable bullets and files, he stumbles upon a case. Bizarre, pleasure-seeking murders were taking place in various locations. All of them were determined to be unrelated because the perpetrators were disparate, but one mad scientist was found to be behind them. While holding back Bill, who is about to kill his family's murderer, Steve sets about manipulating the mad scientist. The scientist, a.k.a. max, has been feeding his knowledge to people with a grudge and getting them to carry out murders. Steve suspects that max is the one who sent the bullets and evidence to them in the first place. He is the only person who can make 100 untraceable bullets. As Bill struggles to stay on the straight and narrow despite the murder of his family, a man appears before him. He tells Bill the truth about what happened. The person who started the murder is not the person mentioned in the file, but Steve, who has been like a brother to him since he was a child and has always supported him at all times. When Bill refuses to believe him, max provides him with conclusive evidence. At a loss, Bill heads for Steve's place with a gun loaded with a single bullet. He told them why he lost his parents and that they were Bill's parents. He told Bill that he had killed his parents for that reason. The truth was too heavy for Bill, and his heart was empty.
Bill points his gun at Steve, and Steve tries to accept it as if he knew what was going to happen. A shot rings out, and Bill fires a shot, not at Steve, but at the sky. Bill wanted to stop the cycle of resentment. That one shot signaled the end of the whole affair.
